When the St.Louis Browns signed Fred Haney as manager in 1939 his first offical act was to sign Frank as his pitching coach. Prior to signing with the Browns his minor league career began in 1917 in the PCL through 1938, from 1935-1938 he was a player-manager. During this time he became known as the keenest mentor of young pitchers. He was also the last of the PCL spitball pitchers.
