William E. Akin, "West Virginia Baseball: A History, 1865-2000" p. 10 says Shepherdstown formed the Potomac BBC in 1866.
Shepherdstown WV (1880 pop. about 1,500) is is eastern WV and about 20 miles S of Hagerstown MD.
